I wonder if the timer uses a mechanical or electronic switch? The ones with electronic switches often leak a small amount of current to the load when shut off, relying on the load of an incandescent lamp to pull down the voltage. If an electronic device (like cfl or led lamp)is the only load, weird behavior can happen.
