Some electronic timers feed a constant minimal current through the lamp and some electronic timers don't, it just depends on the design (and the $$). The type that feed constant current will be 1/2 to 1/3 the cost of the positive off type. They are also wired into the circuit differently.
Obviously a mechanical timer will make a complete break when off.
