Not true.
If the hot side is open, the whole assembly is dead with respect to earth ground.
If the neutral or ground is open, the whole assembly is potentially hot with respect to earth ground......and that can cause CFLs and LEDs to glow slightly. There is always some leakage resistance to earth ground present although it might be extremely high.
