Your qualifications dont impress me as I can easily match that. Its a lamp, it has no "ground" reference. It doesnt have a "diode" in it, so clearly you have no clue how a CFL works or whats inside. Its got two leads, neither is ground. Its a balanced AC device.
Seriously, think about what you are saying. You simply cannot have a "loose ground" on a lamp. ALL you can have is a loose connection, and either "loose" side will yield exactly the same result.
