Chassis Battery Not Charging On Shore Power/Generator

I noticed That my Chassis Batteries only charge when the engine is started/running. I know there is an Isolator I suppose that controls the dual charging function. I have the 2002 Monaco Diplomat 40' ...

It may be designed that way. If it is, a trik-l-start will take care of that.
