Chassis Battery Not Charging On Shore Power/Generator

I noticed That my Chassis Batteries only charge when the engine is started/running. I know there is an Isolator I suppose that controls the dual charging function. I have the 2002 Monaco Diplomat 40' ...

OK I'll ask - Are you really sure that it did charge the chassis battery from the charger?
