This whole issue of the way the sidewall of a tire reads is confusing at best.
First, there are 2 ways this appears *:
A) Max Load XXXX, Max pressure YY - this is the way passenger car tires are usually delineated. Note, there is no relationship stated, only limitations.
B) Max Load XXXX at YY pressure - this is the way LT and ST tires are usually stated. This states a relationship, and does NOT state a limitation.
Now for those who admonished me for promoting the lack of limitation and therefore encouraging people to greatly exceed the pressure listed on the sidewall - I am doing nothing of the sort. The facts are the facts. It is permissible to inflate ST tires (and LT tires, too) as much as 10 psi more than what is listed on the sidewall (again, no maximum is stated) If you have a problem with that, talk to the tire manufacturers who put the info on the sidewall.
* - There are some exceptions to this and I'm of the opinion that those are not only mis-leading, but stated incorrectly.
