I agree that the effect is more severe when batteries are less than full.
What happens is the various draws on the battery bank go from mostly longer small amp to a few short big amps so it all comes out fairly even wrt the 20 hr rate, at least "close enough" within reason, so Trimetric decided not to bother with the Peukert factor. It does work that way for me.
On a four battery bank, as needed for the high draws we are talking about, the 20 hr rate on 440AH is 22 amps. So that is pretty high itself. Furnace is only 8 amps approx.
After a short high amp draw the batteries "come back" and you can go for a long time after that with low amp draws again.
