Certainly, it says that it blocks infrared which is not in the visible region. So a film can be "black" in the ir band but clear and colorless in the visible. You can buy photographic ir filters which are perfectly colorless. Also the same applies to polarizing filters, they can be and are often colorless. They add tint to sunglasses to block more light, polarizing filters are designed to only block certain visible light mainly that which is reflected and appears as glare.
