So, from the original post, the unbalanced loads are being detected, albeit at appartently erroneous voltage levels. So, the unit is not completely out to lunch, just half way. :)
I don't know anything about this but: Would it be the erroneous voltage levels on the digital read-out telling the automatic transfer switch to shut down then? So maybe just need to replace a couple parts (digital read-out and ATS)??
Actually, it may be even easier then that, it may just be a minor calibration issue, it is over reading by 4% but otherwise doing the right things. The root problem would appear to be with the calibration of the Analog to Digital (AKA A/D) converter. This function may have a calibration adjustment pot. The manufacturere would help your Electrician through the procedure if this were the case.
