Ok Normally if the surge guard is built into the RV then it can be any neutral connection "South" (Park side) of the surge guard.
HOWEVER... You said the electrician checked power to the surge guard (Question: Did he open it's case?) and it was good, and into the rig (before or after the Surge guard).
You need to measure voltages with a digital meter AT THE terminals INSIDE the surge guard.. NOTE: do not do this unless you have experience.
I just called the electrician to give him an update so he knows for future cases and he said he measured all voltages and neutrals everywhere. He did open the case to take measurements also. I know alittle bit more about electric but am no where near comfortable doing electrical surgery anywhere on my rig. No worries there. I doubt I will ever be comfortable with it. The extent of my electric knowledge is I know how to add water to my batteries and now I know how to use a multimeter.
Just for FYI: the CW tech said the TRC company guy said that maybe I had had a surge sometime in the past that took out my digital remote and maybe that's why it is reading higher than correct voltage. ??
