I would guess the 30A breaker is the master breaker and the 15A and/or 20A breakers are fed through the 30A.
Are the non-functioning outlets fed by the GFCI?
Be careful, 115v can kill. In case you don't know, the black wire is the hot wire. Check voltages between the black and white wires.
