The R does not raise the voltage. It is a pulse thing that is supposed to remove sulfate. There is a debate whether that actually works.
With the Vector chargers like that B&D, it runs for about 24 hrs (20 on mine) and then stops. The instructions say you might have to repeat that up to three times.
When I was 'recovering' my 27s I found it seemed to help to alternate the Es with a session of R, which seemed to 'make room' for the SG to come up a little more the next E than if I had not used the R. I don't know if it actually did that (no measurements), but it seemed like it.
