Nope. He is stuck with the volts/SOC table where 13.6v is full and 10v is empty. If he de rates the capacity, so there is more left after his zero, his zero would show as higher than 10v, so that would screw up his volt/SOC table which he can't monkey with.
He can't stop your voltmeter from reading the real voltage.
Huh? The manufacturer can specify what ever 'ending voltage' they want. There is no requirement that 10V = empty. For batteries with built in BMS, you may not even be able to get to 10V as the BMS would disconnect.
