Sort of, but not exactly.
The wrench light is to notify you that there is a "condition" which may potentially HARM the engine or cause a malfunction which could cause you the driver to lose control of the engine speed.
The Wrench however does not set ANY "codes" that can be read which makes diagnosis extremely difficult..
Emmision related malfunctions WILL set the CEL or check engine light AND store codes for those malfunctions.
Wrench light will in the case of newer drive by wire throttle WILL disable the throttle function when it is lit under certain conditions.
OP stated only vehicle has only 1,000 miles, that is very low mileage to have a throttle body malfunction. If it was 50,000 miles or more AND the throttle is disabled when lit then I would recommend cleaning the throttle plate since the throttle plate tends to get a oily deposit build up that eventually causes the throttle plate to stick and not fully close. This causes the engine to go into limp mode and eventually disable the throttle.
Non drive by wire engines often have a malfunction with the AIC (Air Idle Control) which can give a wrench light (drive by wire does not have AIC).. This could be the problem the OP has..
Understanding exactly what version/yr of engine we are talking about will go a long way in figuring out the problem since not all V10s through the years have the same systems..
