Drum brake shoes do tend to need a few miles to 'bed in' with the drum and start working as designed. With due caution use the manual lever to do some stops with the trailer brakes and see how that does.
Drum brakes are old school and no reason to get them wrong. Still next time consider just swapping to disks.
