It will stick to itself, as long as the old stuff is cleaned well. Not sure question #2 makes any sense - butyl tape doesn't have any strength, if it stuck to it, you'd still be able to easily pull it apart - the putty would separate.
But the normal way to use it is to bed whatever you're mounting to the roof in butyl tape, clean up what squeezes out along the edges, then put lap sealant over the fasteners and edges. Do not bed stuff in the lap sealant (as I've seen some say to do). If you ever have to do rework, you'll have a big problem trying to get stuff apart.
