If it is a 16 build, it may well be a LED fixture, as such, you won't be able to buy a dimmer at Lowes Despot. 12V LED dimmers are available, but you say that the light is not on a switch, by this I think you mean a wall mounted switch?
Are we good on that?
It does have a switch that is a pull sting for the switch - OK?
Now, you have a number for the bulb (if it has a replaceable "bulb"). You can look for a lower output version as mentioned. That may not be possible.
Another very real shot that will not require tearing things up much at all would be to replace the pull single setting switch with a multi-step switch. That you can procure at any big box. If the fixture has multiple elements, you can set up to use less than all of them.
Or, if it has a single LED set, you can use that switch to run it through either some diodes or resistors to reduce the power to the LEDs. This is a very do-able option, and neither will be expensive.
