A D12 should work with an 18" round dish.
Signals in the 70s is a little low. Double check your setup - 18" round, non-SWM. Make sure you are using a good quality RG-6 coax. Are you using a satellite signal finder (could be the wrong satellite) or using the built in signal meter in the receiver to peak the az/el?
Also, is the receiver authorized? (current subscription)
