Charger->Battery->Inverter is definitely the best way to go for getting good power from bad.
Simpler the better probably for the charger to utilize really bad power, maybe even just building your own simple converter, big transformer, good diodes, for maintaining the system then using a real charger some of the time to get a proper charge when the power is good.
Big boats deal with this a lot with bad/different shore power (50-60hz conversion etc). Many of them have Converter-Inverter systems to clean it up, but not cheap. Many just piece together Charger-Inverter setups to get the same effect in a less automated way. If the charger can handle 50hz automatically probably handle wider range of frequency no problem.
