I had an old 3 way in my pop-up. You light the gas burner with the piezo, and then the thermostat controls the gas valve that regulates the burner from a low to a high output. Sounds like the valve is not going to high.
That's the little information I have, hope it might help !!
Have a nice 2 way gas/electric now, but it needs 12 Volt DC to operate. Didn't know this when I got the new trailer (not that it would matter, none of the larger reefers have piezo igniters), wish I had the old system that didn't depend on 12 V DC.
I'd fix what you have.
