If your element reads 44.2 ohms, it's ok. Your GFI in the kitchen is tied in with the exterior duplex receptacle. So, if you suffer a ground fault, both receptacles will go out.

You have a ground fault problem somewhere, not an element issue. Check your power cord to the trailer (and extension if you have one) and make sure it's not lying in a wet spot. Also check that they are tightly connected.
