balvert is correct, the check lamp illuminates when the propane burner fails to light. Why it came on in your case is a mystery.
When the element is heating, it also expands. During this expansion of materials, and if there is a flaw in it's construction, yes it's possible for the element to short out to it's case. When cooled the element contracts, the short will disappear and all resistance values would appear normal.
In regard to the original element, did you get the fridge working with it?

I rechecked the new heater resistance and it was 44.2 and I did the continuity check suggested and it passed. So, with a meter the new heater is passing tests.
