I would start by blowing compressed air through it. Or even remove the restrictor from the outside end and attach a clear plastic hose to the end and suck on it.
Be sure to reinstall the restrictor in the end when you are finished.
Once you have verified that the hose is clear, if you get water outside it, replace the hose-- likely cracked.
