There should NOT be 120 volts on the phone cables- no matter which control you have. They are all powered by 12 volts.
I am assuming you have the Comfort Control Center- be aware there are 3 distinct versions, and they are not interchangeable. There is 4 button, 5 button and 10 (12) button CCC2. Which one do you have?
