Our rear stab jacks are giving me trouble. They'll raise for a few seconds and then stop. If I try immediately again, they won't move. If I wait 30-45 seconds, it will raise a few more turns before it...

Yes They probably are equipped with over heat protection - self restoring circuit breakers or relays.
You may want to check your batteries to make sure you have a full charge and good connections. Bad connection and/or low voltage will cause the jacks to over heat.
