On a 30 amp RV plugged into shore power with NO GROUND (Open ground) you should see 60 volts chassis to ground or chassis to neutral or chassis to hot.
On a 50 amp plugged into 20/30 amp with adapters. The math is a bit more complex (Frankly I won't attempt it) but the voltages will be higher.
Plugged into 50 amp... Lower.
But the problem appears to be open ground.
NOTE: I had one RV that did that with polarity reversal too. Strangly the ground was NOT open. but the skin was still hot. At least inside the RV. (Thinks like the range hood were shocking) I think the Range hood was not grounded.
