Unlike your house, your RV is not in direct contact with the ground to complete the round-robin circuit. Electricity flows from high to low similar to water. Sitting up on rubber tires, the flow to ground requires a ground wire connected back to ground somewhere. If that wire is broken, electrons will try to flow to ground anyway they can. In your house it goes to ground via a water pipe or a copper grounding rod pounded into the ground. In an RV, it goes via any conductive connection between the RV and the ground, i.e. your hand and bare knees.
It could be the pedestal or the cord. You can ohm out the cord to make sure. Most likely it's between the pedestal and the power supply for that loop.
