No one is arguing that he has no 240v LOAD. Probably. Some rigs do.
However, he does have a 240v SUPPLY. It is a 120v/240v, just like what you install for a modern electric stove.
Don't believe it, just put a multimeter between the 2 hot wires. Voila, 240v!
A better way to phrase it than "There is NO 240 Volts present other than across the two 120 volt hot legs in the panel", which is untrue, is to say "Nothing in your RV uses 240v." Again, that is not always true, some RVs have 240v appliances. Not many, but some.
