Electrical Trailer Plug on Holiday Rambler Arista

Having trouble with the trailer plug on a Arista Holiday Rambler with the Ford Chassis. Looks like a factory plug that takes off separately to the 7 pin plug. This take off only has 3 wires, a red, gr...

I was under the impression that a brake was required in Canada?

Regardless the reason I have a brake on my 3,200 lb CRV towed by a 40,000 lb MH is safety and liability. Should the unfortunate happen I would not want to be explaining to a judge why I didn't meet the requirement of his state or providence.
