I did a friend's pad in northern California a bit different. I tapped two cables same leg 200 amp service. Split into 2 50 amp breakers. But limited with six gauge wire black I had to purchase white. L1 often surged within ampacity limit so I tapped L2.
The guy was insistent the job was no big deal so he would not spring for the other ninety feet of 6AWG. The idiots who wired his house cut every single phase lead down to the nubbins. The 2nd from the top would not reach the top breaker.
Phase balancing I guess is a thing of the past. Well, hot water heater, stove and dryer were the 240 loads. Branches for 120vac floor heating should have been split for balance. They weren't.
