What you are hearing is a low voltage alarm. Your converter is dead or dying.
Time for replacement. I wager if you dismantle the converter you will find a broken circuit board, common failure due to poor construction.
The truck charge line may be routed through the converter, mine was, although it is not dependent on the converter function.
The WFCO 8725P is nearly a direct replacement for your Elixir. The WFCO is what I replaced my Elixir with.
