EMS/Surge Protection or.... TPMS???
If you only had $200 or $300 available, would you spend it on an EMS/Surge Protector or on a Tire Pressure Monitoring System? Which would you consider the higher priority? Bonus points if you give...

I think it would depend on your current tires. How old are they? Are they one of the more reliable brands that are not considered "China Bombs"? If your tires meet the reliability test, I would go with the EMS and purchase the TPMS as soon as possible.
I'm partial to Progrssive Ind. for EMS and Goodyear Endurance or Maxxis for ST Tires, and TST for a TPMS.
