If they want to require ethanol as fuel, then they need to go all the way.

Ethanol powered tractors to plant the corn.
Ethanol powered harvesting equipment.
Ethanol powered trucks to move the corn.
Ethanol powered corn dryers.
Ethanol powered distilleries.
Ethanol powered tankers delivering to gasoline refineries.
Ethanol powered tank trucks for distribution.

Just think how that might work. Not a drop at the end of the line.
