After you pull the spark plug put your finger over the hole and pull the starter rope, it should blow your finger off the hole.
If it does that, you know how to check for spark........:)
If good so far, your fueling is the problem.
Sometimes those motors will sit and the carbon for some reason will come loose and foul the valves and the valves won't close.
