Sounds like your choke is on. When it tries to fire are you opening choke or is it self regulating? Sounds like a flooding situation.
Actually starting fluid is very hard on these engines. You can crack pistons and rings. If it doesn’t fire on gasoline fumes there is no reason to use ether.
I’d say either flooding or cylinder pressure is low.
And you should have a strong blue spark at the spark plug, or enough to decapacitate you for a few seconds if you hold on to the wire.
