Pretty simple. A smaller engine will use less fuel so the carburetor jets will have a smaller hole. A smaller hole will get plugged with particles more easily. Ethanol, and the water it brings with it, will corrode fuel system parts and produce the jet clogging particles. The whole deal is not a Honda design problem, it's a Corn Lobby problem.
