To clarify because I either read your post wrong or there was an error. The light on your heater should go out when you press the test button. The light should come back on when you press the reset button and the reset button should stay in when you release your finger.

On your breakers make sure that you push them firmly in the off position before flipping them back on. A tripped breaker will not always reset unless you push firmly off first.

We had another poster the other day with something kind of similar. they found two extra breakers in an outside storage by I think an auto transfer switch. Anyway I would check again for any other GFCI outlets or breakers.

You can buy a cheap GFCI tester at Walmart but I'm not sure if it will tell you anything if you are getting partial power. From the behavior of the heater light it sounds like you have partial or low voltage. Here's a link to a tester that has a button you can press to test the GFCI operation.

You will probably wind up also needing a multimeter before this is all done.

The light on the heater doesn't do anything when the test button is pressed. When I push and hold the reset button the light goes off and comes back on when I release the reset button. I just went to Walmart and got a test meter and a new GFI outlet. I hooked it up exactly the same as the other one and there is still no power. The new outlet I purchased came with an indicator light and when I turned the breaker on the indicator light came on showing that there was no power.

The breakers are definitely going on and off.

So now it wasn't a faulty GFI receptacle. I checked every outlet I found inside and out and underneath in the compartments.
