I can not think of a way to force fuel through a filter without pressurizing it. I would look at installing a hand crank pump to the 30 gallon tank. Not sure if you can get one with a filter system or not. If not you could put a filter in after the pump and add a valve after the filter. That way when you are full you can turn off the valve and keep the fuel in the filter from seeping out.
I thought of gravity feeding somehow. Not ever in need of going fast
