When taking hydrometer readings, make sure no bubbles are sticking to the float.
The plastic hydrometers are very difficult to get precise reading for this reason, and why the glass turkey baster style with glass float is more desirable.
The amp fluctuation you describe is strange indeed and my first thought was a malfunctioning charger.
The sleeve bearing fans in these chargers are a known weak spot and easy enough to swap out for a ball bearing model.
