The VEC is now running the Equalize program, but it seems to be taking a long time getting the batteries fully charged before it starts the equalize. It had been sitting at 4.1 amps, 15.5 volts for 2 1/2 hours now.
If there were something wrong with the charger, I would expect the voltage to also be strange. It appears to be very constant. Measured at the battery, at 10 amps it is about 0.1 volts lower than the charger's display, which could be loss through the cables, mismatch between the meters, or just that the DVM shows one more decimal place.
The charger fan does run noisy, especially just after the unit is plugged in
The hygrometer I am using is one of the curvy plastic ones. I also have one of the turkey baster style, but it has read low on every battery I have tried it on, so I don't trust it. Maybe I should get another one of that style.
