I don't know what that 15.5v is all about. It is too high for the temp compensated 14.8v and too low for the Equalize at 15.7 unless ambient temp is very high (is this being done inside a heated space?)
Outside at 40F I would get around 16v for the temp compensated Equalize voltage.
