Here in PA, if the trailer is heavy enough to have brakes, it is EVERY wheel on EVERY axle.
Had a trailer made in NC and delivered with some equipment, but they didn't do the brakes on ALL axles, even though I specifically told them it was required to license in PA. Sent it back.
Since it is new, make sure someone didn't over tighten the wheel hub nut, causing the bearings to heat up.
