Water Wetter (we use it in our dragster) is a surfactant that improves the contact between the coolant and the inside of the water passages in the block. It only makes a minor difference in the coolant temperature, maybe only 2 or 3 degrees or so. In a street motor, I'm not sure how much of a difference it will make.
I would spend my limited funds looking for the root cause of the problem, not trying to mask the symptoms. Finding physical TDC on cylinder 1 is not physically difficult, just requires removal of the spark plug. AutoZone, O'Reilly, and AdvanceAuto all will loan you a timing light free of charge. They will explain how to use it if needed. With the motor off, spin the fan blade by hand. It should turn smoothly. If you feel any "catching" or hear any "ticking" noises, then your fan clutch is suspect. You can do that much for the price of fuel to drive to the auto parts store.
