If you have a good surface area I'd think some type of epoxy or 3M 5200. Test a little piece on the roofing material and see how well it holds before goobering up the whole vent to find it doesn't work. Then cover the seam if necessary with Dicor. Not for water proofing, rather additional hold down. Maybe dicor would do the whole thing. It looks like it would. Never applied or scraped the stuff off yet though.
Double sided vehicle moulding tape may work well also and much easier. Can get thicker tape if there's some incongruities in the surface. Or even some wide sticky back Velcro.
