fridge not staying on (faulty circuit board ?)

I have a Domestic 3-way fridge that will only stay on for a few minutes whether I put it on ac, battery or propane. One of the locals said it should run on propane even if the circuit board has malfun...

And what does it indicate if there is a difference, should they read 12 volts either way?
