The only way to test these is on 120 volt power- you can verify the heat applied through the resistance and voltage (or current). If it works fine on 120 volt power, but warms up on LP gas, the problem is in the LP system.
There is not a direct relationship between outside temperature and box temperature- it does not cool to x degrees below ambient.
