Normal t-stat should shut down heating at roughly 140*F and then temp should get down around 110*F before firing back up.
Check that t-stat is TIGHT against tank wall.
Also check heater 'bypass' valve fully closed
Check inside/outside showers turned off at hot/cold handles vs shutoff on shower handle.
Your age of heater and water source....might need to do a vinegar soak/flush to really clean out inside of tank.
Excessive build up will affect heat transfer/operation.
