A starter can start the crankshaft spinning most of the time, and it can crank through the compression stroke. BUT it may not be able to get the crankshaft off of Top (or Bottom) Dead Center if that's where the engine stopped. Can you access the crankshaft and give it a little jog, then try again?
It could help if we had generator Make, Model, and Spec (if it's an ONAN). We had some generator gurus, but they pretty much gave up on RV.net because the OP's didn't provide basic information.
