Having jumper cables clamped to things does not necessarily mean you are actually jumping anything. Most jumper cables these days are GARBAGE, way too light for their length and with poor clamps that don't make good contact.
A measurable voltage also does not necessarily mean that the connection is good. Connections can show 12+ Volts, but will not pass the necessary current to make the starter work.
